Message Board - Cricket: Hessian Underlay

In our Scottish National Cricket League it is mandatory to have a pitch covering system.
Wheeled covers are recommended. However, plastic sheets/tarpaulins can be used providing that they are laid over a Hessian underlay to reduce the impact of the match pitch sweating.
Questions -
Is the Hessian ruling in our regulations too strict?
Do any other parts of the country have a similar rule?
I know no boundaries.

The hessian ruling exists in our league as well but it is never enforced and I don't know of anyone in the league that actually uses anything under their flat sheets
Of course there's no bounce, bend your back and put some bloody effort in.

in the north staffs & south cheshire ECB premier league & the next division down wheeled covers must be used in the 2nd & 3rd division flat sheets can be used without hessian coconut matting

Must admit I'd like something to put under my flat sheets.
Coconut matting would be great - but 20+ meters of the stuff would weight a ton when damp.
Hessian - always strikes me as being too thin.
I'm actually thinking of using good old fashioned woolen blankets.

We play in the South Yorkshire league and covers are mandatory in the Premier and 1st Divisions and must be used on a Friday night, allthough there are no rules as to flat or raised and nothing as to whether you have to put anything underneath.
