how long does it usually take from beginning of construction to when you can play a game of bowls.

Depending on the start date as soon as 10 months or as long as 20 months. If there is insufficient growth over winter the start will probably be delayed until late in the season or even the following year. if turfed this may be reduced to just the construction time + 3 months of reasonable growing conditions

thank you the one that i am working on was turfed, as been down a year and still is not ready.

Turfed, the company should allow 6- 8 weeks for the turf to take, lightly scarify and then top dress to remove any gaps and hollows. If the turf is high quality and the build accurate the green should be ready after 3 months of growing weather after the turf was laid. After a year seeded greens are ready to play on so what was the point of paying extra for the turf!!
I will say that if I had completed turfing any time in the previous year I would expect to be penalised if I could not have the green ready for play by the beginning of May
