RCA statement on BHA weighing room development update
The RCA welcomes the clarity provided by the BHA’s announcement regarding timelines for the upgrade of racecourse weighing rooms. This decision was reached following detailed discussion at the BHA Board.

For racecourses that have submitted plans and indicated a completion date in 2026, a formal deadline of 31st December of that year gives suitable time for these works to be completed and associated budgeting.
For those that had indicated a completion date of beyond 2026, a deadline of 31st December 2027 gives a clear backstop to agree a costed and feasible plan, and undertake the appropriate construction work. The RCA will continue to actively support these racecourses to meet this deadline, and note the request that work is completed by July 2027 if possible.
Whilst the deadlines are set, we are grateful that provision has been made for any unforeseen delays outside of the racecourses’ control, such as subject heritage listings, planning permission or environmental damage, which can always impact any major construction work.
The RCA will continue to work closely with colleagues at the BHA and PJA via the project working group to support our members in meeting these timelines. We would echo the statement made by the BHA for any areas of concern held by participants with regards to weighing rooms to be reported as soon as possible, so that we may review and take action if needed.
