Everyone using professional pesticides such as weed killers, herbicides, fungicides, insecticides or slug pellets is affected.

It is already the case that all users born after 31st December 1964 or anyone applying pesticides as part of a commercial service must hold a certificate, but until today, those born before 31st December 1964 have been exempt, commonly known as "Grandfather rights".
